Home Information Packs (HIPs) are a key part of the Government's strategy to improve the house buying process and from December 14th 2007, any sale of a vacant residential property of any size in England and Wales must have a Home Information Pack before it can complete. The HIP needs to have been started before the property can be marketed, and must be provided by the home seller or the seller's agent on their behalf.
If a HIP is not provided, a criminal offence may have been committed.
