Home Information Packs (HIPs) became a mandatory part of the house selling process on 1st August 2007. A HIP comprises a range of documents that must currently include an Energy Performance Certificate drawn up following an inspection by a qualified Assessor and a Property Information Questionnaire.
Initially needed only for larger properties, the threshold was lowered twice, in September and December 2007 and now includes all homes of any size in England and Wales, including newbuild properties. The Government may well amend the HIP Regulations again in future, possibly to include further parts such as the Home Condition Report, which is currently optional.
